try lowing your video settings in the game and turn off warp effects, coronas
and bloom

Your video card is quite obviously the problem.

You´ll get smooth gameplay by.
1) Turning off Dynamic Lighting
2) Turning off Bloom
3) Turning off Warp effects
4) (if still slow) Lowering resolution or other settings like turning off character shadows
