Just wondering if Guild Wars was a pay to play kind of game.

Yes - pay $50, play the game;)
Seriously, people compare it more to something like the Multiplayer portion of Diablo 2 than to World of Warcraft.
No monthly fees, just occasional expansions that cost to buy.
