Uhm, am I supposed to be here?

I entered Fargrove through the sewers, went to the Celestine Temple, was directed to the Seer Augustus's sanctum (where I defeated the Spectre), returned to the Temple to talk to Celestine and got the quest to go into the Catacombs to get a "relic".

Now here's the dilemma, the catacombs are danged hard!!! Those flying ghost things freeze me and its game over. Am I supposed to be there at this point? It's almost as if I skipped some levels and ended up in a high level dungeon... should I explore and level up more before I do this?

You are in the correct place. Ive played through the catacombs quite a few times already and there is a certain randomness to the critters that spawn. I have only got those ghosts once... so maybe try reloading or exiting/reentering..
