decreasing penalty of using items

Hi,
there is penalty points for using items
how can i decrease them?
I have enough strength and skill to use them and still I have penalty points...
do I need more strength?
(for example: when using a medium shield that needs strength 20, and I have 25 strength and medium shield skills and I still get penalty...)

You'll need to raise the medium shield skill until the penalty goes away.
