Problem with the ninja quest

I am trying to become a ninja ...(Path of the Dragon) but i don't seem to find the dude i am suposed to kill.....I have been trying to find him 4 two days now, and no luck.
Can anybody help me plz..

for me, he was in the NW-most part of the vale, with a bunch of drey. he is the only one in blue armor
