I'm at the part where I'm supposed to follow that dude around and eaves drop. I heard the first conversation, but he gets away from me and I don't hear the 2nd. Where'd he go?

Shoot him with a tracing bug first. It will help you to track him on the map. He also always says where he is heading next. In this case it's the Security Chief Office if I remember the name correctly. It's the room where you have picked the security key the level before.

There's a guard outside the office. You can take the stairs, then crosse th pipes, and get into the office without killing the guard but to go further you'll have to kill him anyway. Better to do it now, hide his body, then go into the office and hide in the cabinet. Look around the office after, you have time, as there are a bunch of folders there.
The tracing bug is also a really good idea.
