Does anyone know whether it is possible to take over all of a country's territories and rather than annexing it, give the territories to another country or install a new government?
When at war, the opposition never offers peace nor surrenders. Is the game supposed to work that way?
1. you can't give someone else another countries territories unless you annex those territories first. Then you would do it in the negotation window(you can trade money/territories/techs/etc.
2. If you control atleast 70%(or 80, i forget) of another country, you can open up the political view window, and go to the constitution panel and reset the government to a different type. By doing that you would give up the territories you have military control over though.
3. When you're at war, go to the military window thing, and look at current wars. Click on whatever war you are in, and you can choose(at the bottom) to stay at war or to try to sue for peace. The AI does the same, so if you do choose peace, and the AI doesn't, it might if you ruin it's military, and most definitely will if you take over the entire country. Note that if you take some territories off of an opponent, he usually wont choose peace unless you kick his butt. But when he does choose peace, you will retain military control of his provinces after the war(This is good if you really want to ruin a country or destabilize a region).
