Create your own Mods?

I need some help, please. The back of the package says "Use the in-box toolkit to easily create your own scenarios to play or trade over the internet."

I can't figure out how to create it, where to begin, or even where it's located so it doesn't seem to me that it can be very easy. What am I missing, if anything?

Iam not sure .. the game seems kinda not finished and manual is kinda wrong somtimes.. ..Great game still. Where can i find the manual other then the little book? is there one on the cd?
