It appears to me that ever since I install patch v1.61, I'm not able to jump as high. reply please.

Disable in your advanced setings the new graphical effects...

Disable the options in the game's advanced settings that can affect perfomance. Turn off the shadows for example.

With higher fps (frames per second) you can jump higher, better, wider. You can climb much better.
You can use a console command to show your current fps:
>showfps 1
The new effects comming with 1.61 (and BooH) and lowering your fps:
Bloom
Coronas
Dynamical Light
Warp
Related to your CPU/GPU you'll get these impacts: (based on my system P4 3.0Ghz - ATI 9800XT 256Mb)
- Multisampling (6x): 38% lower fps
- Texture filtering (anisotropic): 9%
- Character shadows: 39%
- Bloom: 22%
- Coronas: 3%
- Dynamic Lights (Ultra): 5%
- Warp Effects: 20% (if warp emissions in your sight)
