When I press the ~, nothing happens. Do I need to modify the command line to enter devmode or somesuch? Thanks

If Ur on XBox... it have no console as far as i know:(

I'm on PC - I've searched all over for cheat codes, but they all begin with "enter console by pressing ~"

Im not good at all in cheating with PowerMad. There was a combination STRG+ALT+Tilda .. i dont remember ... but this worked from the menue. I think there also was a *.TXT File for PowerMad in /LScripts folder ... not sure.
At least U must be able to open the console ingame!!!

I can't get there from ingame. Many games will work if you add "-DEVMODE"
to command line, but not so with PK. If all else fails I'll try Powermad.

Painkiller works totaly different then id Games. And it have nothing to do with PowerMad.
Maybe Ur keyboard language doesnt fit? What happen if U press ingame ^ ?

...in PK menu change your country-settings with left ALT+shift ... then "^" (left from "1") will change to "~" (you haven't to set back - after closing PK it works like before)
but only if you've installed EN like here:
