SP2 Covert Actions Question

Howdy,

I think I have finally got SP 2 to load up and play a little bit however I've been learning the new interface. I was wondering Covert Actions, how do you set your Cells to work in your own country. Specifically like in SP1 where you can have a cell blow up a target in your own country and blame it on another country. Did they remove this? I hope not cause that was like the best feature in the game.
