CTD on start up

well basically, i installed Loki with no problems, downloaded the latest patch, then tryed to run the game. all i saw was a white screen that flashed black for a moment and that annoying generic error message popped up "Loki has experienced an error and must be closed by windows, bla, bla, bla, etc." the other thing i noticed is that the mouse pointer was rendered too. i tried the solutions for the problems that most closely resembled mine. no luck, tried a few of my own including uninstalling, deleting the remaining folders, and clearing the remaining entries from my registry before reinstalling, still no luck. i think it might be a video issue but can't tell for sure. any help would be deeply appreciated.

And now for my system specs:

I have a fairly lame dell dimension 4700
windows XP home, latest service pack
dual 2.5gh pentium 4 processors (not overclocked at all)
1.5g ddr 2 ram
40g primary hard drive, 400g secondary (Loki is currently on the primary)
ATI Radeon 9250 (currently running Cat 6.11 drivers)
generic intel integrated graphics thingy (haven’t had any problems with it to date)
currently running the latest DX9c
that’s about it, off the top of my head anyway.
I’ll post dxdaig if required.
I’ve also e-mailed tech support a few days ago, haven’t heard from them yet. *sigh*
