What causes the "stickiness" in online play that makes my movement lag behind my keypresses on many servers? Is it packet loss? I get it even on servers that are reported as low ping to me (I'm in L.A. and the lowest I've seen so far is 120). If so, what's causing the packets to drop? Is there anything I can do to fix or improve the situation?
The other thing I'm thinking is maybe it's a bandwidth problem to the host's machine. Maybe he's just making me wait in line before processing my moves and that's what's causing the delay. If so, does anyone know what a good bandwidth to number of players ratio would be for people hosting the game?
Sorry if these are dumb questions. I'm not that familiar with online play, so maybe it's common knowledge.

P4 w/512Mb RAM
GeForce 3
Audigy
WinXP
DirectX 8.1
All current drivers
DSL 384Kb Down, 128Kb Up (I think)
