you're in 4th floor.After the closing valve-top of the tank- Climb down the ladders in the metal building . When you get to the bottom ,tank'll wait you....THIS'S THE WRONG WAY. Some people says It's possible,you can... but Idont think so.(without the cheat)
In the generator room shut off the power of floor 2,floor 1 and go to floor 0 via the elevator.You have to go enterance of "sleeping quarters" (floor -1) -this room have 3 enterance,ground covered with water- find the canteen and you'll find the right way to outside.
